Speech on the sanctions for the use of mother tongues in the election campaign in Bulgaria
Dear Mr. President/ Mrs. President,
According to the circumstances I stand before this authoritative audience, in the days when our Union is under the influence of the brutal act of terrorism in Paris. This act which was denounced by the president of the biggest liberal party in Bulgaria Mr. Lutvi Mestan. He stated that none of the civilization differences are reason for terrorism, but a reason for more profound and common strive for diversity and multiculturalism.
On this background I expose the development of anachronistic by itself problem of intolerance in Republic of Bulgaria. I say the development, because I already had the chance to mark it on the plenary session on 12 November 2014.
I am holding the Act of administrative breach issued by the Central Electoral Commission. I am accused for talking several sentences in my mother tongue along with the official Bulgarian language while the last preelection campaign.
I raised an objection before the competent Bulgarian authorities. I am raising my objection here before you. The given Administrative breach is in huge violation of Article 10 of the European Convention for the Protection of Human Rights and Fundamental Freedoms, of Article 9 of the Framework Convention for the Protection of National Minorities, and Article 11 and 22 of the EU Charter of Fundamental Rights.
According to the Articles 5 and 4 of the Constitution of the Republic of Bulgaria- international legal norms are parts of the internal ones. They have privilege over that of the internal legislation, if antinomy occurs.
I raise that question not because I do not love my home country, but because I wish it reach the high democratic standards of United Europe.
