Ban on the veterinary use of diclofenac

Question for written answer

to the Commission

Rule 130

Ilhan Kyuchyuk (ALDE)

Subject:  Ban on the veterinary use of diclofenac

As the Commission may be aware, the use of diclofenac (a first-generation anti‐inflammatory drug) in cattle has caused the death of 40 million vultures in India, Pakistan and Bangladesh in the space of 20 years. The drug, ingested by birds as they scavenge on the carcasses of animals that have been treated with it, causes acute kidney failure and a miserable death. Tiny amounts of the drug have caused mass mortalities as a result of its very persistent nature, leading three governments to ban it in 2006. The cheap and safe drug meloxicam is being promoted as an effective alternative.

Regrettably, veterinary authorities in Spain and Italy have licensed diclofenac, and its manufacturers are aiming to expand its European uptake. This is unacceptable, as it would place Europe’s already threatened vultures at greater risk of harm.

  1. Is the Commission planning to initiate a prompt EU ban on the veterinary version of diclofenac and, if so, when?
  1. Is the Commission going to review whether EU pharmacological risk assessment procedures are fit for purpose?
