Subject: VP/HR — Fighting radicalisation and terrorism in Europe

The recent terrorist attacks in Paris have shown that the EU urgently needs to develop new approaches and counterterrorist methods if it is to tackle the growing level of radicalisation in Europe. A number of issues have been raised, such as the need to share intelligence information among the security and intelligence agencies of different Member States. The latest Foreign Affairs Council, held on 19 January 2015, came to the conclusion that action should be taken at a number of levels, from that of security — by encouraging the exchange of information, including best practices, between the Member States and with partner countries — to that of reinforced cooperation with Arab and Mediterranean countries to combat terrorism.

1. What tools will the European External Action Service use to prevent radicalisation and fight terrorism?

2. What measures will the European External Action Service consider taking in order to facilitate the exchange of intelligence information among Member States’ security and intelligence agencies?
